II Interdepartmental round table on the topic "Problems of application of criminal legislation in the implementation of operational and investigative activities"

On April 14, 2016, the Ryazan branch of the Moscow University of the Ministry of Internal Affairs of Russia named after V.Y. Kikot hosted an interdepartmental round table on the topic “Problems of applying criminal legislation in the implementation of operational search activities”, organized by the Department of Criminal Law and Criminology together with the Department of Operational Search Activities. The event was opened by the acting head of the branch, Professor Bilous Evgeny Nikolaevich. 

In the first part of the round table, a presentation of the textbook “Criminal Law of Russia. General and Special Parts”, edited by Honored Scientist of the Russian Federation, Honorary Worker of the Prosecutor’s Office of the Russian Federation, Doctor of Law, Professor I.M. Matskevich and Honorary Employee of the Ministry of Internal Affairs of Russia, Doctor of Law, Professor N.G. Kadnikov.

The textbook was prepared by a team of authors (scientists and teachers of leading law schools under the auspices of the Union of Criminologists and Criminologists), taking into account updated criminal legislation, a number of other laws and by-laws, judicial interpretation.

The textbook combines the theoretical aspects of the General Part of Criminal Law, controversial issues of practical application of the articles of the Special Part of the Criminal Law, explanations and recommendations of the highest judicial instances on the rules for the qualification of criminal acts, the imposition of penalties for their commission. At the same time, the authors rely on the relevant decisions of the Constitutional Court of the Russian Federation, the resolutions of the Plenum of the Supreme Court of the Russian Federation and the Reviews of the Supreme Court of the Russian Federation on various categories of criminal cases.

The second part of the round table was attended by judges of the courts of the Ryazan region, employees of the Prosecutor’s Office of the Ryazan Region, the Ministry of Internal Affairs of Russia for the Ryazan Region, the administration of ryazan, representatives of educational and scientific organizations of St. Petersburg, Moscow and Ryazan, the Union of Criminologists and Criminologists, including leading scientists in the field of criminal law and the theory of operational search activities, cadets and students.
