About the conference
April 9, 2015 at the Ryazan branch of the Moscow University of the Ministry of Internal Affairs of Russia named after V.Ya. Kikot hosted the first regional round table on the topic “Problems of the application of criminal law in the implementation of operational-investigative activities.” The theme and idea of organizing this event belonged to Associate Professor of the Department of Criminal Law and Criminology G.S. Shkabin, which was based on the results of research by K.K. Goryainova, V.I. Mikhailova, V.S. Ovchinsky, A.Yu. Shumilov and other scientists. Several reasons were put forward to justify the proposal to hold a round table. Firstly, this is the ambiguity of the judicial and investigative practice of the legal assessment of the actions of persons participating in the conduct of operational-search activities, as well as the increased number of law enforcement issues in this area. Secondly, these are fragmentary and limited studies of the significance of criminal law in relation to operational-search activities. At the same time, in the doctrine of the latter, the relationship between the two branches of legislation was stereotypically considered unilaterally, exclusively from the standpoint of operational-investigative support for solving the problems of criminal law. Thirdly, in Russian legal science, insufficient attention was paid to the study of foreign experience in resolving the problems under consideration.
This scientific and representative event aroused interest among scientists and law enforcement officers. His level increased periodically. So in 2016, an Interdepartmental round table was held, and from 2017 to 2019, Interdepartmental scientific and practical conferences were held. Since 2021, the conference has acquired the status of an International Conference, and representatives of fifteen states took part in it.
In the period from 2015 to 2018, the conference was held at the Ryazan branch of the Moscow University of the Ministry of Internal Affairs of Russia named after V.Ya. Kikotya. In 2019, it took place at the Moscow University of the Ministry of Internal Affairs of Russia named after V.Ya. Kikotya. Since 2020, the conference has been held at the Research Institute of the Federal Penitentiary Service.
To date, the scientific and practical conference “Criminal Law and Investigative Activities: Problems of Legislation, Science and Practice” is a platform for discussion and exchange of research results of scientists, as well as the experience of practicing lawyers. The circle of its participants and discussed issues is expanding every year. Solutions to many of the problems considered were the basis for larger scientific studies, including monographs, doctoral and master’s theses, and also created a platform for improving law enforcement practice.
